GOAL 1: Prevent the initiation of tobacco use by youth

OBJECTIVE 1: Maintain a JEL group at a minimum of 5 schools with at least 7 active JEL members by June 30, 2009

1. Inspire 6 area JEL members to attend the JEL Summit
2. Post notices about JEL activities including the summit, Youth Advocacy Day and meetings through posters and fliers
3. Organize interactive lunchtime booths at 4 area schools
4. Hold a 2-county JEL get together to inspire members and plan events
5. Report on JEL activities in at least 2 school newspapers
6. Participate in at least one radio interview about JEL activities
7. DISPARATE POPULTION ACTIVITY: Invite students from alternative schools to participate in JEL activities through visits, correspondence and posters
8. Give presentations to 4-H clubs in each county inviting members to participate in JEL
9. Hold regular JEL meetings at each school at least once per month

OBJECTIVE 2: Assist Youth in Providing meaningful community education and advocacy through at least 4 street marketing events (2 per county) or other promotions at public events by June 30, 2009

1. Meet with JEL groups to plan street marketing events for the year
2. Assist youth in offering two peer-to-peer presentations on tobacco issues to 4th to 8th grades in each county
3. Supply educational materials about chewing tobacco to 150 athletes at the start of sports seasons
4. Collaborate with other agencies working to reduce tobacco use in the service area such as Community Health Action Partnership of Sigourney, Jefferson and Keokuk County Public Health Offices, and the American Cancer Society
5. Maintain Booth at County fairs and health fairs and organize floats in two parades to interact with the public about tobacco issues.
6. Assess private school tobacco policies within the two counties using the assessment tool provided by IDPH and update and maintain a database of tobacco control policies in all school districts
7. Provide technical assistance to each public school district to ensure that CDC guidelines for comprehensive tobacco-free policies are being met

GOAL 2: Promote cessation by adults and youth

OBJECTIVE 1: Increase the number of calls to Iowa Quitline by 10% over 2008 levels

1. Meet with 4 mental health care providers in the two counties to educate about the Quitline and encourage referrals
2. Distribute at least 25 Quitline brochures and a poster to each medical and dental office in both counties, and to university dormitories.
3. Sponsor “Adopt a Smoker” promotion in both counties during ACS Great American Smokeout (GASO) and encourage calls to Iowa Quitline through press releases, posters, and announcements at schools
4. Include Iowa Quitline information in at least 2 press releases
5. Have an interview on KMCD Spotlight show about cessation and encourage calls to Iowa Quitline
6. Offer a cessation class based on Freedom from Smoking at the local hospital in each county as part of the GASO promotion.
7. DISPARATE POPLUATION ACTIVITY: Include at least 400 items promoting cessation in holiday gift baskets to low-income residents of both counties that will inspire calls to the Quitline.
8. Hold informal meetings for University smokers to encourage calls to the Quitline and promote cessation in general by providing cessation tips and instilling confidence in the process.
9. Collaborate with Iowa Tobacco Research Center on training health care professionals in the two counties.

OBJECTIVE 2: POLICY CHANGE GOAL: Have 2 additional employers from the two-county area sponsor cessation classes for their employees and pay for NRT for each of them by June 20, 2009

1. Meet with six area companies and present the program
2. Follow up with emails and phone calls
3. Network with employers at community meetings and informal gatherings to remind them of the opportunity.
4. Seek referrals from companies who have sponsored the program
5. Offer free counseling component as an incentive to the companies who institute the policy for the first time.

GOAL 3: Eliminate exposure to secondhand smoke

OBJECTIVE 1: Collect 200 Smoke-Free Home and Car Pledges in each county by June 30, 2009

1. Man booths at health fairs and county fairs to collect pledges and provide education about the dangers of secondhand smoke to children
2. Print and send home pledge forms with 100 elementary school children in each county
3. Send out press releases to media in each county about the pledge drive and to inform the community of the results of the drive.
4. Give presentations to at least 15 pre-school parents in each county through the NEST program on the dangers of secondhand smoke to children
5. DISPARATE POPULATION ACTIVITY: Meet with social service agencies working with pregnant women and offer literature and posters promoting smoke-free home and cars for children
6. Work with SIEDA and social service agencies to identify and meet with expectant parents
7. Provide technical assistance to Jefferson and Keokuk County Hospitals and to Maharishi University of Management to encourage 100% tobacco-free campus policies are enforced

OBJECTIVE 2: Conduct at least one event per county to educate the public and business owners about the Iowa Smoke Free Air Act

1. Give a presentation to Fairfield Manufacturers Association on the Iowa Smoke Free Air Act
2. Give a presentation to 3 school boards about the Smoke-Free Iowa Law and how it affects school policies
3. Update and maintain database of business, government and hospital tobacco control policies
4. Complete 80% of follow-up visits to businesses that receive a letter from IDPH as a result of reported violations of the Iowa Smoke-Free Air Act.
5. Submit 2 separate press releases about the requirements of the Smoke Free Iowa Law to media in each county

OBJECTIVE 3: POLICY CHANGE OBJECTIVE: By June 30, 2009, establish a tobacco-free policy at the public swimming pool in Sigourney

1. Assess the amount of tobacco use at the pool over the summer by collecting cigarette butts and empty cans of chewing tobacco left near the pool as evidence
2. Interview pool manager and lifeguards to determine if they perceive smokeless tobacco use as a visible problem at the pool.
3. Based on the assessment, create a petition drive and collect at least 100 signatures in support of tobacco-free pool policy
4. Write 2 letters to the editor and submit to the Sigourney News Review for publication
5. Meet with Sigourney City Council and request a policy be established
6. Report on the response through a press release
7. Supply IDPH signs to uphold the new policy

GOAL 4: Establish and maintain a tobacco control community coalition.

OBJECTIVE 1: Maintain coalitions of at least nine members who attend at least one coalition meeting in each county by June 20, 2009

1. Maintain a community website at www.chokesmokes.org with latest local, regional and national news and announce upcoming local events
2. Promote activities and coalition meetings through a quarterly email newsletter
3. POPULATION ACTIVITY: Give presentation to a senior group in each county and invite them to participate in the coalition
4. Meet with City Councils of Sigourney and Fairfield and invite Council members to participate in the coalition and educate them on requirements of the Smoke-Free Iowa Law
5. Send press releases announcing major coalition meetings
6. Attend meetings as required by IDPH
